NAQA is an independent permanent collegial body and non-profit organisation.

NAQA consists of 23 Board Members, who are appointed by the Cabinet of Ministers of Ukraine on the basis of the decision of the International Competition Commission based on the results of competitive selection, which is carried out in accordance with the principles of gender balance and subject area representation. NAQA currently consists of 21 members (2 elected persons had left due to different reasons). NAQA activities are managed by its Head and Vice Heads within the powers specified in the Charter. Organisational, financial, economic, logistical, informational and other support for NAQA activities are provided by the NAQA Secretariat. The maximum number of NAQA Secretariat employees is 92.

NAQA mission is to ensure sustainability and consistency in enhancing the higher education quality culture and its security through effective partnerships with stakeholders. NAQA strategic goals are realised in three main directions: to become full member of the European Association for Quality Assurance in Higher Education (ENQA) and to be registered in the European Quality Assurance Register for Higher Education (EQAR); to modernise external higher education quality assurance system, in particular, through developing the institutional accreditation model and launching the independent institutions for higher education quality evaluation; to encourage innovative practices in HEIs in the interaction of research, education, and business.

The main scope of NAQA activities is study programme accreditation. NAQA is also responsible for accreditation of thesis defence committees; accreditation of independent agencies; institutional accreditation of higher education institutions (HEIs); development of university rankings; compliance with academic integrity; other activities.
