The accreditation agency “Elbaasy” was established on April 29, 2014, and since April 2017, it has been conducting independent accreditation of educational organizations and educational programs in the Kyrgyz Republic. It was founded by Babakulov Manasbek and Sopuev Adakhimzhan, citizens of the Kyrgyz Republic, as a private, non-profit organization.

The structure of the agency includes permanent (full-time) employees (Agency Director, Deputy Director, Office Manager, Scientific Consultant, Secretary – clerk, Accountant) and nine elected members of the “Accreditation Council”.

The purpose and function of the accreditation agency “Elbaasy” is to evaluate the activities of educational organizations and educational programs and taking into account national educational standards in the Kyrgyz Republic. The agency conducts accreditation of educational organizations and educational programs, regardless of their form of ownership.

The purpose of the agency is to conduct independent accreditation of educational organizations implementing programs of primary, secondary and higher professional education. The main task is to participate, ensure quality, and improve the educational process in educational institutions of the Kyrgyz Republic. The accreditation agency “Elbaasy” conducts independent accreditation of educational organizations regardless of their form of ownership, i.e. it covers both public and private educational organizations.

In May 2018, an external assessment (monitoring, review) of the activity of the agency was carried out by the National Accreditation Council of the Ministry of Education and Science of the Kyrgyz Republic. The results of the external evaluation were positive.
