The National Centre for Public Accreditation (NCPA) is as an autonomous non-profit organization with the purpose of conducting programme and institutional accreditation and providing an expert judgment on the quality of study programmes offered by Russian educational institutions.

At present NCPA’s staff (31 people) includes full time (16) and part time (15) personnel.
NCPA’s mission in the Russian system of quality assurance is to form and promote quality culture in higher education through identification, evaluation, and accreditation of the best educational programs in accordance with the legislation of the Russian Federation and the Standards and Guidelines for Quality Assurance in the European Higher Education Area (ESG-ENQA).

NCPA’s Objectives:
− Develop and implement quality standards for programs of higher education in compliance with ESG-ENQA.
− Enhance the quality of education and form quality culture in higher education institutions.
− Determine the best practice in continuous enhancement of the quality of education.
− Form positive public opinion in Russia and abroad about the higher education institutions, which work conscientiously.
− Provide multi-faceted engagement of the academic community, employers, and international experts in evaluation procedures.
− Ensure public provision of information about the quality of educational programs delivered by higher education institutions (HEIs).

In order to attain these objectives NCPA undertakes the following activities):
− Accreditation (national, international, joint) of educational programmes of HEIs in alignment with ESG.
− Accreditation (national, international, joint) of institutions of further education;
− Accreditation (national, international, joint) of programmes of further education;
− Project work;
− Raising public awareness of the quality of study programmes.
