Q: What is the legal basis for your agency (non-profit organization, for-profit organization, foundation, association etc.)?
A: Kosovo Accreditation Agency is a public independent agency established by the Ministry of Education, Science and Technology in Kosovo.

Services Provided

Q: Is evaluation/accreditation by your agency a national requirement? What procedures are mandatory – if any and what are chosen voluntarily/additionally?
The process of external evaluation/ accreditation by the Kosovo Accreditation (KAA) is mandatory by the Law on Higher Education in the Republic of Kosovo. KAA has a legal basis for the accreditation of all higher education institutions that offer or propose to offer higher education programmes that lead to the award of academic degrees.

Q: Is the agency involved in programme or institutional evaluation/accreditation or both? What are the consequences of evaluation/accreditation outcomes?
A: All institutions of higher education in Kosovo have to undergo both program and institutional evaluation in cyclic periods.

All those who wish to provide services in the higher education (public and private) leading to an academic degree sector in Kosovo must be recognized by the State.This recognition can be obtained through accreditation by Kosovo Accreditation Agency. Only the degrees and diplomas issued by an accredited institution will be recognized and may be used for employment and international recognition. Accreditation from a foreign accreditation agency does not replace the accreditation from Kosovo Accreditation Agency.

Q: Please describe the structure and the activity periods of the decision-making body and state who delegates/appoints its members.
A: Kosovo Accreditation Agency (KAA) consists of a Board of professional experts with expertise in higher education in Kosovo and internationally, the State Council of Quality (SCQ), and a permanent administrative structure, the KAA Office. The SCQ members are appointed by the Minister of Education and are approved by 2 the Kosovo Assembly. The Board members shall have meetings at least 4 times per year and its decisions for accreditation of institutions and study programs are independent from the Ministry.


Q: Can HEIs in your country choose international services from EQAR listed agencies?
A: In the Law on Higher Education in Kosovo, a reference is made concerning the international accreditation bodies. The Law specifies that a Recognized Accreditation Body is “Kosovo Accreditation Agency or any other accreditation body which, in the European Area of Higher Education, is in current membership of the European Network for Quality Assurance in Higher Education (ENQA) or (in the United States) is an accreditation body which has been recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE) or from both or (in any other jurisdiction) has been accepted by the Ministry on a reciprocal basis as a properly constituted national or regional accrediting body, which is recognized and authorized by the relevant Ministry within that jurisdiction.”

Q: Please mention the international links of your agency and especially list the international organizations your agency is a member in.
A: Kosovo Accreditation Agency is full member of CEENQA, INQAAHE, and ENQA. In year 2015, KAA has applied for full membership to EQAR.
